Construction at Harry Reid International Airport is bid by the Clark County Department of Aviation through the Nevada Gov eMarketplace, under Nevada public works law that requires performance and payment bonds of at least 50 percent each on contracts over $100,000, 5 percent retainage until the work is half done and prevailing wages. The Department says its Risk Management Division runs a construction wrap program, but it does not publish the wrap's type, coverage or enrollment rules, so each solicitation and its program documents set them. General contractors also vet workers for yellow badges and request escorts for airside work.

## Key Decision Points
- The owner is the Clark County Department of Aviation, which posts construction bids on the Nevada Gov eMarketplace.
- The Department's Risk Management Division says it manages a construction wrap program; its type, coverage and enrollment terms are set in the solicitation and program documents.
- NRS 339.025 requires performance and payment bonds on contracts over $100,000, each at not less than 50 percent of the contract amount.
- NRS 338.515 sets 5 percent retainage until the work is half complete, with lower withholding after that.
- NRS 338.020 requires prevailing wage rates in every public works contract.
- General contractors vet names for yellow badges and request airside escorts using the Department's forms.

## Clark County's Department of Aviation Is the Owner

Harry Reid International Airport is owned and run by Clark County through its Department of Aviation. That makes airport construction county public works, separate from the County's land development permits and from the Clark County School District, which buys its own construction. A contractor's standing with one of those owners does not carry over to the others.

The Department's construction and design page says it "utilizes an online bidding system for download of Bid documents and submission of Bids electronically," and links to the Nevada Gov eMarketplace. Bid packages, addenda and bid submission run through that system. The Department also posts a construction bid schedule; the edition dated August 13, 2026, listed an employee parking garage project advertised July 14, 2026, with bids opened August 25, 2026. It also listed a request for qualifications for executive program management of Department of Aviation projects. That parking garage bid has closed, and the schedule lists no dollar values. Check the current schedule and the eMarketplace for open work.

## A Construction Wrap Program with Terms in the Bid Documents

The Department's Environmental, Health and Safety page says its Risk Management Division "manages the Clark County Department of Aviation's insurance and loss control programs," and lists among them "a construction wrap program." That statement matters to every bidder because a wrap can change how general liability and workers' compensation are priced and who carries them on site.

What the Department does not publish is the detail. We found no program manual or insurance exhibit on the airport's site stating whether the wrap is owner-controlled or contractor-controlled, which projects it applies to, what it covers, what each enrolled contractor still carries or how enrollment and bid pricing work. Those terms are set by each solicitation and the program documents that come with it, and some airport projects may not be enrolled at all.

For a bidder, the practical steps are to read the bid documents for a wrap-up section, follow any instruction on excluding enrolled insurance costs from the bid and keep whatever coverage the documents still leave to the contractor, which on many wrap programs includes auto and work away from the site. Subcontractors should confirm enrollment before mobilizing, and policy terms can vary by carrier guidelines and programs.

Enrollment paperwork, bid deducts and what stays on a subcontractor's own program are explained in [what wrap-up enrollment means for subcontractors](https://mycontractorsinsurancequote.com/insights/ocip-enrollment-for-subcontractors).

### Illustrative scenario: A Mechanical Subcontractor Prices Its First Airport Bid

Spring Mountain Mechanical, a Las Vegas mechanical contractor, is pricing a $2.4 million subcontract on a Department of Aviation terminal project. The bid documents include a wrap-up section, so the firm asks the general contractor for the program's enrollment instructions and how enrolled insurance costs are to be removed from its price, and keeps its own auto and umbrella in place. Its surety confirms a performance and payment bond at the amount the prime contract requires, which is higher than the statute's 50 percent floor. The firm changes its subcontract retention from 10 percent to match NRS 338.515, sends its crew list to the general contractor for yellow badge vetting and schedules a hot work permit for the first tie-ins. These details are hypothetical, and a real program depends on the County, the surety or carriers and the firm's own risk.

## Bonds and Retainage Under Nevada Law

NRS 339.025 requires a performance bond and a payment bond on public works contracts "exceeding $100,000." The performance bond must be "not less than 50 percent of the contract amount," and the payment bond is "solely for the protection of claimants supplying labor or materials" to the contractor or its subcontractors. The statute sets a floor, and an owner can ask for more, so the bond amount in each solicitation controls. Bid security is also set in the bid documents.

NRS 338.515 governs retainage on Nevada public works. Of each progress payment, 95 percent is paid and "5 percent withheld as retainage" until the work is half complete. After that point, withholding drops to no more than 2.5 percent, or stays at 5 percent where the owner is withholding under NRS 338.525. Subcontract retention clauses written at 10 percent need a second look for this work.

Surety support is decided by the surety's own underwriting of the firm's financial statements, backlog and indemnity, subject to the terms of the bonds issued. Surety is not insurance, and a wrap program does not replace bonds.

Bond claim rules and thresholds for Nevada public owners are explained in [Nevada public works bond requirements](https://mycontractorsinsurancequote.com/construction-surety-bonds/public-works-bond-requirements/nevada).

## Prevailing Wage and the DBE Program

NRS 338.020 says a public works contract "must contain in express terms the hourly and daily rate of wages to be paid each of the classes of mechanics and workers." Wage rates, payroll reporting and any federal labor provisions for a given airport job are set in its bid documents, and they affect both the bid price and the payroll basis for workers' compensation where the contractor carries it.

The Department runs a Disadvantaged Business Enterprise program under 49 CFR Part 26 for federally funded work. Its program page, with an October 3, 2025, reference, notes the U.S. Department of Transportation rule "modifying the Disadvantaged Business Enterprise (DBE) Program regulations" and posts goal documents for its 2026 through 2028 period. The page does not state a contract goal, so check each solicitation for its DBE requirement, its labor terms and any other bid conditions.

Program design for contractors bidding prevailing wage public work is covered in [insurance and bonds for public works contractors](https://mycontractorsinsurancequote.com/who-we-serve/general-contractors/public-works-contractors).

## Yellow Badges, Escorts and Work Permits

The Department's common forms page puts several security steps on the general contractor. One form is "Utilized by General Contractor to vet names for yellow badge," and another is "Utilized by Contractor to request an Airside Escort on the active airfield." The page also posts a construction work plan form, a hot work permit request, a lift permit request and a security identification display area access request list, the last dated April 14, 2026.

Each of these steps takes time and paperwork, and a crew without badges or an escort cannot start work on the airfield. Hot work and lift permits also tie into the contractor's own safety program and, where a wrap applies, its loss control rules. The badging decision belongs to the County; a broker can assemble certificates and endorsements but cannot badge a firm or speed the process.

The airside operating directive and the County's contract insurance limits for airport construction were not readable for this page. Confirm auto and umbrella requirements for airfield vehicles in the solicitation, and check auto and umbrella forms for airport or aircraft exclusions.

## Before You Ask for a Quote

### What to Gather
- The solicitation's wrap-up section, insurance exhibit and bond forms from the Nevada Gov eMarketplace
- Program documents describing enrollment, bid pricing and what contractors still carry
- Surety confirmation for performance and payment bonds at the amount the solicitation sets
- Crew names for yellow badge vetting and any airside escort requests
- Prevailing wage rates and payroll reporting terms for the job
- Auto and umbrella policies with any airport or aircraft exclusions

### What to Ask the Insurer or Surety
- Is this project enrolled in the Department's construction wrap program?
- How does the solicitation tell bidders to price enrolled insurance?
- Which coverages do we keep outside the wrap?
- What bond amount and bid security does this solicitation require?
- What retainage applies after the work is half complete?
- What DBE requirement does this solicitation set?

## Broker Notes

**Quick Answer:** Clark County's Department of Aviation bids Harry Reid construction on the Nevada Gov eMarketplace, runs a construction wrap program whose terms are set in the bid documents and works under NRS 339.025 bonds over $100,000, 5 percent retainage under NRS 338.515 and NRS 338.020 prevailing wage.

**Common Mistake:** Assuming the wrap program applies to every airport job or covers everything. The Department does not publish its terms, so enrollment, coverage and what the contractor still carries come from each solicitation.

**Broker Perspective:** Wrap pricing instructions, badge vetting and escort timing are typically the items to settle before bid day on airport work, since they affect both price and start date.

**Coverage Impact:** A wrap can change which policies respond on site, but the Department does not publish what its program covers, so coverage and what stays on the contractor's own program come from the program documents and the policies issued.

## Questions Buyers Ask

### What bonds does Nevada require on airport construction?

NRS 339.025 requires performance and payment bonds on public works contracts over $100,000, each at not less than 50 percent of the contract amount. The solicitation can require more.

### How much retainage does Clark County hold?

NRS 338.515 sets 5 percent retainage until the work is half complete, then no more than 2.5 percent, or 5 percent where the owner withholds under NRS 338.525.

### Who handles badging for airport construction crews?

The Department's forms show the general contractor vets names for yellow badges and requests airside escorts. The County decides badging.
