The Standard We Aim For

WCAG 2.2 is a W3C Recommendation that sets testable success criteria at three levels: A, AA and AAA. Level AA is the target for this site. It includes requirements such as text alternatives for non-text content, full operation by keyboard and a minimum contrast ratio of 4.5:1 for normal-size text. Aiming for a standard is not a claim of full conformance; it is the benchmark used when pages are built and reviewed.

Measures Taken

Pages are built to work with assistive technology and without a mouse. The measures in place include the following.

  • Semantic HTML: one main heading per page, headings in order, landmarks for navigation, main content and footer. Lists and tables are marked up as such.
  • Keyboard access: links, buttons, menus and form fields can be reached and used with a keyboard, with a visible focus indicator.
  • Contrast: text and interface colors are chosen to meet the Level AA contrast ratios against their backgrounds.
  • Text alternatives: informative images carry descriptive alt text, and decorative images are hidden from screen readers.
  • Forms: every field has a visible label, required fields are identified and errors are described in text.
  • Responsive layout: content reflows on small screens and at increased zoom without loss of information.
  • Automated and manual checks during development, including keyboard-only and screen reader spot checks.

Known Limitations

Some content comes from third parties and is outside our direct control. Embedded tools, maps or services operated by other companies may not meet the same standard. Documents produced by insurers, sureties, lenders and public agencies, such as policy forms, bond forms, applications and agency PDFs, are provided as issued and may not be tagged for screen readers or may lack text alternatives.

If you need any of that material in another format, ask and we will work to provide the information in an accessible form, such as reading it over the phone or sending the text in an email.

How to Report a Barrier

If you have trouble using any part of this website, call 844-978-7283 or send a message through the contact page. Please tell us the page address, what you were trying to do, the problem you ran into and the browser and assistive technology you were using, if any. We review every report, respond and use it to fix the issue for other visitors as well.
